Internal Complaints Committee (ICC)
Hindupat Institute of Teacher Training has constituted an Internal Complaints Committee (ICC) to provide a healthy and safe work environment among students and employees. The Committee is dedicated to the empowerment of women and has zero tolerance for any kind of sexual harassment at the workplace.
Any aggrieved woman who has faced sexual harassment at the workplace may directly approach the Committee. Sexual harassment is considered a violation of an individual’s right to work and live with dignity.
The Institute will ensure confidentiality and privacy of individuals reporting complaints. The accused will be given a fair opportunity to present their case. Every effort will be made to resolve the issue with dignity and sensitivity.
The Institute does not tolerate victimization or discrimination against the complainant, witnesses, or the accused during the process of inquiry.
Objectives of the Internal Complaints Committee (ICC)
- To establish a permanent mechanism for the prevention, prohibition, and redressal of cases of sexual harassment and other acts of gender-based violence at the Institute.
- To ensure effective implementation of the policy in both letter and spirit through proper reporting of complaints and adherence to follow-up procedures.
- To uphold the commitment of the Institute to provide a work and learning environment free from gender-based discrimination.
- To promote a safe, social, and psychological environment and to raise awareness about sexual harassment in its various forms.
Functions
- The Committee functions as per the guidelines of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the relevant UGC Regulations.
- The Internal Complaints Committee receives complaints of sexual harassment and conducts inquiries in a fair, impartial, and confidential manner.
- The Committee examines complaints, ensures redressal, and submits its recommendations to the Management for appropriate action.
- The Committee works towards prevention by organizing awareness Programmes, workshops, and sensitization sessions for students, faculty, and staff.
- The Committee ensures protection against victimization of the complainant and witnesses during and after the inquiry process.
- The Committee maintains strict confidentiality of all proceedings related to complaints.
The process for Complaint and Inquiry
The process for filing a complaint and conducting an inquiry under the Internal Complaints Committee (ICC) is as follows:
Step I : An aggrieved woman or student may submit a written complaint to the Internal Complaints Committee (ICC) in person, through email, or via the prescribed complaint form.
Step II : Upon receipt of the complaint, the ICC shall acknowledge it and proceed in accordance with the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
Step III : The ICC shall conduct a fair, impartial, and confidential inquiry in accordance with the applicable service rules. Where no such rules exist, the inquiry shall be conducted as per the provisions of the Act. The inquiry shall be completed within 90 days, and the inquiry report shall be submitted within 10 days of completion of the inquiry.
Step IV : If the ICC finds that the allegations against the respondent are proved, it shall submit its recommendations to the Principal/Management for appropriate action in accordance with the applicable service rules or the provisions of the Act.
Step V : The college management shall act upon the recommendations of the ICC within 30 days of receipt of the inquiry report.
Step VI : The Complaints received in this regard are kept confidential.
